When you move your residence to Luxembourg, the question of your driving licence comes up quickly. Depending on your nationality and the country that issued your licence, your current document may remain valid or, on the contrary, need to be exchanged for a Luxembourg licence. The rules differ in particular according to whether the document was issued within a member State of the European Economic Area or outside it.
This page describes, in general terms, the logic of the exchange and the documents usually required. Do you need to exchange your licence?
Whether an exchange is needed depends above all on where your licence was issued. A licence issued within a State of the European Economic Area is, in principle, recognised in Luxembourg: exchanging it is not always compulsory and is often a practical choice (local-format document, renewal, loss or damage). Conversely, a licence issued outside the EEA generally has to be exchanged within a set period after residence is established.
The situation therefore varies according to your background: a holder of an existing European licence does not necessarily have an interest in exchanging it, whereas someone coming from a third country will have to do so in order to keep driving legally beyond the tolerance period. We review your specific case to determine whether the exchange is required, simply useful, or unnecessary.
Which documents go in the file?
A licence exchange is carried out by assembling a file submitted to the competent authority. The documents usually expected are as follows:
- a legible front/back copy of your valid driving licence;
- a recent identity photograph meeting the official standards;
- a front/back copy of a valid official identity document;
- a recent proof of residence in Luxembourg;
- the application form duly completed and signed;
- payment of the applicable administrative fees.
The exact list and the amount of the fees may change and depend on your situation. We provide you with a tailored checklist and verify that each document is in order before sending, in order to reduce the risk of an incomplete file.
How does the procedure unfold?
Once the file is assembled, it is sent to the authority, most often by registered post in order to keep proof of dispatch. The authority processes the application, checks the documents and, where appropriate, may request additional information.
Depending on your original licence, certain categories (heavy goods vehicles, passenger transport, etc.) may be subject to specific conditions. Throughout processing, it is important to keep your current licence until the new document is issued. We follow up the file and remain your point of contact should the authority make any request.
How do licence and registration relate?
The driving licence and the registration of the vehicle are two distinct procedures: being authorised to drive does not remove the need to register your car correctly in the country where you use it and reside. When transferring residence or importing a vehicle, these two aspects are often handled in parallel.
